The sad and pitiful truth is that these jobs were never intended for big, grown people and never, never intended to try and manage a family on. If these people get their wish for a higher wage...these jobs will disappear. The fast food industry will disappear and affordable sandwiches will go away as well.
Some industries have historically taken advantage of young folks who will work for peanuts to be included into the job market to gain work experience, just learn to do a job for somebody, And yes, to make money. They may live at home...and saving up for their first car or their first couple of years of higher education. Newspapers, fast food joints and convenient stores are all examples of places where a young person could go and work to gain access to "Adult Work", and what they may learn on these jobs will be perhaps, more valuable to them than four years of college.
These jobs are disappearing, to be taken by adult people who will attempt to make an actual living with an entry level job. I feel for them...however what they really need are actual adult jobs doing useful things or making useful things. Something that they might take pride in doing.
With most young people now out of the job market, not all of them are college bound...this, a recipe for social disaster. As You may have heard elsewhere " Idle hands are the Devil's workshop".
